  (Rockville, MD)  —  Pepco officials appeared before the Montgomery County Council on Monday to answer for its most recent round of power outages.  Tens of thousands lost power during a winter storm two weeks ago, and many remained in the dark for days.  Council member Roger Berliner blasted the utility, saying, “It is, in the words of our constituents, truly third-world service, coupled with abysmal customer service.”  Pepco president Thomas Graham said the company’s five-year improvement plan is underway, and promised things will change for the better.  Some leaders say the utility should face fines for poor service.
