Yogananda Pittman and Monique Moore have become the first two black women to be promoted to the rank of Captain at the Capitol Police Department.

For over 10 years, minorities have filed suit against the Capitol Police department, citing racial harassment and unfair lack of promotion. A class action lawsuit was filed against the department in 2001 by black employees, describing the unfair employment practices of the Capitol Police Department. Over 300 black officers had claimed specific racist incidents like the discovery of a hanging noose at the station or the presence of a symbol resembling a swastika. In another case, a K-9 dog was intentionally named Ike, after one of the department’s black officers.
