(Annapolis, MD)  –Maryland Governor Martin O’Malley is proposing additional fines for bad drivers to help close a huge budget gap  .  One of the new fees would impose an additional 15-hundred dollar surcharge on convicted drunk drivers.  The state of Virginia tried to impose similar additional fines in 2007, but after a storm of objections that law was repealed within a year and the state offered refunds.  Some Maryland lawmakers are already skeptical of the new fines.  The chairman of the House Judiciary Committee, Delegate Joseph Vallario, told the “Baltimore Sun” he doesn’t think it’s good public policy.  Vallario called it, quote, “across-the-board fines without a hearing.”
