Olympic swimmer, Michael Phelps was busted for driving under the influence, early this morning, in Baltimore.  According to reports, Phelps was going 84 in a 45 miles per hour zone.  This is his second DUI; the first was when he was 19.  Phelps has also been photographed smoking marijuana.
