A last minute rule change gives House Majority Leader Eric Cantor (R-Va) or someone he designates, sole authority to call a vote on the funding bill. The funding bill can’t get passed unless there is a call to vote. The glitch, the House wants to tie the funding bill to the Affordable Health Care Act. The Health Care Act, aka “Obamacare” is law and the Senate vows not to pass a bill that will alter the new law.
