A corrupt and disgraced former NYPD narcotics detective testified in Brooklyn Supreme Court late last week that not only do officers routinely plant drugs on innocent and unsuspecting victims to satisfy mounting arrest quotas, but supervisors also reward them with overtime payments and other perks for manufacturing so-called “hard arrests.”
