Senior Employee/Labor Relations Specialist (#13337)


The Maryland-National Capital Park and Planning Commission (the M-NCPPC), a five time National Recreation and Parks Association Gold Medal Winner is seeking a Senior Employee/Labor Relations Specialist for the Department of Human Resources (DHRM) and Management, Labor Relations Section. The Labor Relations area is responsible for service delivery to approximately 2500 career employees to include planners, parks and recreation administrators, park police and administrative staff. DHRM is seeking a highly experienced human resources professional to work in its Employee/Labor Relations Office. Duties performed by this position include: ensuring that employment practices are in compliance with adopted policies, collective bargaining agreements and equal opportunity employment regulations including title VII, ADA, FMLA, FLSA. The selected candidate will serve as senior resource to management and employees on sensitive and confidential employment matters including complaints; conflicts and potential disciplinary actions; develop complex human resources policy guidance (drafting, presentation and implementation); initiate and implement employee relations programs which strengthen management/employee communications; investigate complaints, prepare report of findings and recommendations and design training programs which promote greater understanding of employment regulations and internal employment policies.

Minimum Qualifications:

1. Bachelor’s degree in human resources management or related field, and four years of experience performing HR work in assigned program(s); or An equivalent combination of education and experience. 
3. Professional in Human Resources or Senior Professional in Human Resources certification desired.

The Commission offers excellent benefits and competitive salaries. Salary Range: $47,535.07 – $81,341.94.
