Marckel Norman Ross, 18, who lived in the 400 block of Abel Avenue, was found lying on the ground in the 6100 block of Old Central Avenue just before 7 a.m., authorities said. Julie Parker, a Prince George’s County police spokeswoman, said officers were first called there for reports of a man down and arrived to find Ross shot to death.
